The OSINT & SIGINT Imperative 2023

Open Source Intelligence (OSINT) refers to the collection and analysis of information from publicly available sources to support decision making and inform policy.

In the context of addressing dictatorship, OSINT can be used in several ways to promote safety and human rights.

Monitoring human rights violations: By collecting and analyzing publicly available information such as media reports, social media posts, and human rights organizations' reports, OSINT can help identify instances of human rights violations and hold those responsible accountable. Supporting advocacy and activism: OSINT can provide advocacy and activist groups with valuable information and evidence to support their efforts to raise awareness of human rights abuses and advocate for change. Disrupting disinformation campaigns: OSINT can help counter disinformation campaigns by dictatorships, which often rely on spreading false or misleading information to control public opinion and maintain their power. By exposing such disinformation campaigns, OSINT can help to promote transparency and accountability. Enabling early warning systems: By monitoring events and indicators, OSINT can help to identify potential threats and risks, such as impending human rights abuses or crackdowns on dissent, and support early warning systems.

An example of how OSINT has been used to address dictatorship is the ongoing crisis in Myanmar, where the military staged a coup and took control of the government in 2021. In response, activists and human rights organizations used OSINT techniques to document and expose the military's human rights violations, including the use of lethal force against peaceful protestors and arbitrary arrests. Another example is the use of OSINT in tracking the flow of weapons and military equipment to conflict zones, such as Syria. By monitoring publicly available information, including government procurement records, shipping and air traffic data, and social media posts, OSINT can help to expose and disrupt illegal arms transfers and hold those responsible accountable.
